Sir,
I have the honour to refer to my confidential
(15) despatch of 11th December, 1946, on the subject of the recommen
dations of the Port Administration Inquiry Committee and to
address you, in view of the decision not to establish a Port
Trust, on the position of Mr.C.J.Colman and Mr.C.G.F.F.
Melmoth, who were designated Chairman and Secretary respectively
of that body.

Although I did not consider it desirable to appoint
Mr.Colman to be a member of the Port Administration Inquiry
Committee, the Committee had the benefit of hearing his views or
various matters which fell within its terms of reference. In
this connexion I invite attention to paragraph 9 of the
Committee's report and alsó to Appendix IV. The Committee's
indebtedness to Mr. Colman is expressed in paragraph 16 of the
report.

By my direction Mr.Colman is at present engaged
upon a survey of the facilities of the Port with a view to
making recommendations as to the measures necessary for
improving and developing existing facilities and making good
any deficiencies. He is also considering the various plans
for the development of the Port which have from time to time
been submitted to this Government, with a view to making
recommendations as to the various projects which in his
opinion are practicable and worthy of inclusion in any
comprehensive plan for the future development of the Colony as a whole. Mr.Colman is also serving as Chairman of the Port
Development Sub-Committee of the Development Committee which,
